This document highlights how the global landscape surrounding network resilience is rapidly changing due to climate change, geopolitical tensions, and increasingly unpredictable large-scale failures.

It argues that conventional redundancy alone is no longer sufficient and that agile and cooperative approaches such as spectrum sharing and dynamic provisioning are becoming essential for future network resilience.

It addresses not only technical challenges, but also the importance of building cross-industry and multi-stakeholder consensus, leveraging practical examples such as Japan’s collaborative disaster-response exercises among telecom operators.
